PREFATORY NOTE


A well known historian has stated that history, as it is written today, is taking more and more the form of monographs—contributions containing all information of value on the specific topic chosen. Possibly the state history of the future will be a series of monographs, consisting of many volumes, each devoted to the development of a single theme, by a specialist. Such a history would be complete and definitive.


A number of histories of Ohio have been written. Taking into consideration the circumstances under which they were prepared, these are highly satisfactory, and the people of the state are under lasting obligations to their editors and authors.


The first of these that presents a comprehensive view of Ohio was written and published by Caleb Atwater, the initial edition of which was published in 1833 ; the second edition brings down the record to 1838. It is a very creditable work, and one is impressed with its value when he considers the difficulties that must have beset the author in gathering his materials at this early date.


In 1847 appeared the first edition of the Historical Collections of Ohio by Henry Howe. Herodotus, as every school boy knows, is called the Father of History—the father of history down to his time, which was some 400 years before Christ. In a truer and better sense, Henry Howe was the father of the history of Ohio. Like Herodotus, he gathered his materials by travel, by contact with the places in which the history was made, and, as far as possible, by interviews with men who made the history. While Herodotus included in his narratives traditions and impossible stories that were related to him in an age when the oriental imagination had free rein, and the people with whom he came in contact had credulously absorbed the myths that had been handed down to them, Henry Howe with remarkably good judgment excluded from the materials that he gathered in every part of Ohio, traditions and reminiscences that bore their own refutation, and industriously collected manuscripts, early printed records and reliable personal statements of the men and women who were the builders of our state. In this work he made his successors for all time his debtors for basic sources of our history.


The first edition of Howe's Collections, in a single volume, was followed by a number of editions bearing a later date but containing essentially the same material. The Centennial edition bears the copyright date of 1888. Forty years after his first survey of the state he again visited the different sections to gather materials for his final monumental work. In speaking of his second quest he said : "My tour had something of the character of an ovation. I was continually greeted with expressions of gratitude from men of mark for the good my book had done them in their young lives, in feeding the fires of patriotism, and in giving them an accurate knowledge of their noble state."


He finished his tour in March, 1887, and worked industriously on the publication of the final edition of the Collections, which was published in three volumes, and later in two volumes. The state acquired by purchase the copyright from Mr. Howe, and many printings from the original plates have been made by authority of the general assembly. It

is a remarkable tribute to this history that no effort was made to supplant or supplement it for the period of forty years between the first and final editions.


In 1912 was published the History of Ohio : Rise and Progress of an American State, by Emilius O. Randall and Daniel J. Ryan. These two authors, by education and experience, were eminently qualified to write such a history.


Mr. Randall was born in Summit County, Ohio, October 28, 1850 ; was graduated from Cornell University in 1874, and from the college of law, Ohio State University, in 1892 ; was admitted to the bar in 1890. He became official reporter of the Supreme Court of Ohio in 1895 ; professor of law in the Ohio State University in 1893 ; secretary of the Ohio State Archaeological and Historical Society in 1894 ; these three positions he held until his death, December 18, 1919. His contributions to the Quarterly of the Ohio State Archaeological and Historical Society and numerous other publications had entitled him to high rank as a historian long before his crowning contribution to the history published by himself and his intimate associate and friend, Mr. Ryan.


Daniel Joseph Ryan was born in Cincinnati, January 1, 1855. He was graduated from the high school at Portsmouth, Ohio, in 1875. In 1877 he was admitted to the bar ; was city solicitor of Portsmouth from 1877 to 1879 inclusive ; in 1883 was elected state representative and in 1885 was reelected ; he was secretary of state of Ohio from 1888 to 1891 ; was executive commissioner of Ohio to the World's Columbian Exposition in 1893. Later he returned to the practice of the law and devoted much time to the study of Ohio history. He had written and published in 1888 A Short History of Ohio, which was widely read at the time of publication and was the basis of his extended work in this field. He was a member of the Ohio State Archaeological and Historical Society, and served on its board of trustees for thirty-four years preceding his death, which occurred June 15, 1923.


It will therefore be seen that these two men, who were united by a tie of friendship closer than that revealed in the pleasing alliterative copartnership title of Randall and Ryan, were well qualified to produce their monumental work published in 1912. Of this work Mr. Randall was author of volumes one and two, Mr. Ryan of volumes three and four ; and they were joint editors of volume five. No history of Ohio can be written without reference to this fundamental work.


Both Mr. Randall and Mr. Ryan were born in Ohio, had lived all their lives in the state, and were in close touch with its social, political and industrial interests. They were thorough-going Americans and enthusiastic Ohioans. They were able public speakers, and the writings of each reveal a distinctive and attractive literary style.


In passing, some reference should be made to the works of Judge Jacob Burnet, who in 1847 published his Notes on the Early Settlement of the Northwestern Territory ; Samuel P. Hildreth, who in 1848 completed his Pioneer History of the Ohio Valley and the Northwest Territory ; James W. Taylor, whose carefully written and reliable History of the State of Ohio : First Period 1620 to 1787 still holds its place as a valuable reference work, although the title of the one volume issued is something of a misnomer because the period covered antedates the existence of Ohio as a state. The History of the State of Ohio, by John S. C. Abbott, the popular writer, was published in 1875 and deserves a place in the libraries of the state. The volume by Rufus King entitled Ohio, First Fruits of the Ordinance of 1787, and Dr. B. A. Hinsdale's Old Northwest are both valuable sources for the period treated. There are other worthy histories and monographs which would be properly in-cluded in an extended bibliography.


It is not the purpose of the present work to compete with any or all of these. The prospectus which announced to subscribers and the public the purpose of the work named certain subjects that were to be treated

in these volumes. The following pages are the result of an effort to present these adequately.

The prospectus did not announce a chronological presentation of the administrations of the different governors of Ohio. Neither did it promise separate sketches of the counties of the state. It was felt, how-ever, that these two features would add materially to the value of the work, and the publishers consented to include them.


Grateful acknowledgment is due for contributed articles. Dr. William C. Mills has written on the archaeology of the state ; Harry C. Shetrone, on the Indian history of the Ohio country ; Mrs. Harriet Taylor Upton, on the woman suffrage movement in Ohio ; Arthur E. Morgan on flood prevention in Ohio ; and O. T. Corson on the history of the common schools. Each of these is an authority on the theme chosen. Dr. William C. Mills was for many years curator of archaeology and has recently, in recognition of his service, been promoted to the position of director of the Ohio State Archaeological and Historical Society. Harry C. Shetrone, curator of archaeology for the Society, has to his credit important recent discoveries in the exploration of prehistoric mounds and for years has made a special study of the North American Indians. His interesting map showing the location of the Indian tribes in the Ohio Country and their towns is a valuable feature. Mrs. Harriet Taylor Upton is an authority on the movement for equal suffrage in Ohio. For years she has been the recognized leader of the movement. Arthur E. Morgan is an eminent engineer. He had charge of working out the great problem presented by the Miami Conservancy District under the legislation enacted after the flood of 1913. His solution to the problem has proven a complete success and is justly regarded as one of the greatest engineering triumphs in the history of the state, Mr. Morgan is deeply interested in education, and is at present president of Antioch College, where he has combined industrial and academic education by devoting in alternating periods half of the time of the student to each. O. T. Corson was formerly state superintendent of schools, editor of the Ohio Educational Monthly, president of the Ohio State Teachers Association and later of the National Education Association. He is at present engaged in the lecture field.


In research work the writer has had assistance from many sources. The libraries of Columbus have generously responded to many calls, and state officials have been uniformly obliging. Adj.-Gen. Frank D. Henderson and his assistants have kindly furnished the list of soldiers, sailors, marines and nurses from Ohio who lost their lives in the World war. Harold G. Simpson, formerly engaged in news-paper work, gathered and put into readable shape much of the history of the administrations of the early governors of Ohio. Since concluding this work he has been employed as collector of historical materials for the Ohio State Archaeological and Historical Society. The contribution from the late Governor Campbell was read by him before the Kit Kat Club and was his last formal address. His interest in the publication of these volumes is ample warrant for the statement that, had he lived, he would have been pleased to have it thus published. His wide circle of friends will appreciate its inclusion.


The writer submits this work with a degree of satisfaction mingled with a few inevitable regrets. A sincere belief that the work accomplishes all that and more than was promised in the prospectus is the source of satisfaction. That a number of interesting topics under the general head of Ohio history remain undeveloped in the following pages is a source of regret. If one were to undertake to write the full history of Ohio, it would require a goodly portion of a lifetime. Henry Howe devoted years exclusively to the preparation of his Historical Collec-tions. Mr. Randall and Mr. Ryan divided the task between them. The writer has found it impossible, in justice to other work in which he is engaged, to cover in detail the entire field. He submits the results of

his labor, however, in the hope that the subjects presented include some information of value not found in other histories of Ohio and that these volumes bring the legislative and social progress of the state up to the year 1925.


Care has been taken to make no statement without authority and to deal justly and impartially with men and movements and events. In an extended work containing many names and dates, errors are inevitable. A conscientious effort has been made to avoid these, with a full understanding, however, that even an approach to perfection is accomplished only when the manuscript passes for criticism through many hands and the work is published in successive editions.

Addendum

Henry Stanbery, the first attorney-general, was later a member of the Second Constitutional Convention of Ohio. In 1866 President Andrew Johnson nominated him to the Supreme Bench of the United States, but the passage of a law by Congress, limiting the number of judges, removed the vacancy, and the nomination was not acted upon by the Senate. President Johnson then appointed him attorney-general of the United States, a position which he later resigned to act as counsel for the President in his impeachment trial. After the trial the President reappointed him to the position of attorney-general, but the Senate refused to confirm the appointment. (See II, 533.)

 

INTRODUCTORY

 

Someone has said that "man is the equation of heredity and environment." When we reflect that we inherit the character moulding results of the surroundings of our ancestors we realize that geography had a large part in making us what we are. The location of a state, its climate, soil and mineral resources are basic influences whose results are reflected in its people and their institutions.

 

Writers agree that Ohio is fortunate in its geology and geography. Its soil is generally fertile, in some portions especially so. It is adapted to the growth of a wide range of fruits, vegetables and grains. A large proportion of the state is tillable. The hilly sections, which are com-paratively small, are adapted to fruit raising and grazing ; there is little waste land. In the strata of earth beneath the surface soil are found no bonanzas of precious metals, but they hold in unmeasured abundance mineral wealth of more -value in the upbuilding of a common-wealth than silver and gold.

 

In a state of nature, that portion of the Northwest Territory now included in the Buckeye State was for the. most part covered with the "forest primeval." Occasionally there were open plains and these were covered with the grass that for centuries had waged a losing war with the embattled woods. It found an ally in civilized man and was thus destined to triumph over its ancient foe. With each return of spring it comes—

 

"Creeping, creeping everywhere."

 

Man is realizing today what he has lost through his prodigal waste of the forest, but he has yet to appreciate fully the friendly native grass that follows the melting snows with its verdure of green when fields of warmer climes are brown and lifeless.

 

In grass and trees this favored land was richly dowered.

 

Ohio lies in the temperate zone, and it is temperate in more ways than its latitude would indicate. Its climate is not subject to violent extremes. Drouths and frosts seldom injure and never kill the crops • over any considerable portion of its area. Destructive floods and tornadoes are long remembered on account of their rarity. The adventurer who seeks fortune in other regions, where his promising orchards are wrecked by hailstorms and the feathered treasures of his poultry farm are suddenly translated through the funnel of a cyclone, returns to his native state and declares "Ohio is good enough for me."

 

Here the rainfall is abundant for agricultural purposes and well distributed throughout the year. Crops are not drowned out by the over-flow of rivers and streams nor blasted by siroccos from desert wastes. Here the climate is temperate in all things with just enough variety to give zest of life and fit man for rational enjoyment, worthy service and beneficent achievement.

 

It must not be concluded, however, that the natural resources of a region will alone develop man and fit him for civilized estate. If they had been thus potent, the Ohio country would not have been the hunt-ing- and battle ground of savages when the white man came. The Indian was content with his woods and his wild liberty ; but this region was peculiarly attractive to the pioneer vanguard of civilization. The call was imperious. Fate turned the faces of the dusky children of the

forest to the West, and they resumed their long retreat to the realm of the sunset.

 

To develop and utilize nature's gifts to this favored land, a people with sterling qualities, inherited and acquired, was necessary. Ohio was fortunate in the character of its pioneers. They came from different sources and here formed that blend which is so distinctively American. Hither came the Puritan from New England, the Cavalier from Virginia, the Knickerbocker front New York, the Swede from New Jersey, the German from Pennsylvania, the Scotch-Irish from the hillsides and valleys of the Appalachian mountains, the English and the Scotch from a number of the original states, the Welsh more or less directly from their native hills ; the Huguenot from South Carolina, the Quaker from the Carolinas, Virginia and Pennsylvania ; the Catholics from Maryland, the Baptists and Presbyterians from. New Jersey ; the Lutherans from the fatherland and the Moravians from eastern Pennsylvania and North Carolina. Young men of vigor and enterprise, of varied ancestry and faith, came hither to subdue the wilderness, to found a state dedicated to universal liberty and prophetic of what the Republic was to become when slavery under the flag should cease and the confederacy of commonwealths should be welded into the "more perfect union" of the Constitution.

 

Why did these varied currents meet and mingle here ?

 

Some writers have called Ohio the "Key to the Mississippi Valley" ; others have described it as the "Gateway to the West" ; still others in expressive metaphor have declared it the "Melting Pot of Races," and have quoted the poet

 

"Here all the races melt,

Saxon and Norse and Celt,

Here is the best for humanity done."

 

These figures of speech help to an appreciation of the reality. Perhaps another comparison equally applicable might be made.

 

As the Gulf Stream, from the inland sea that borders our Southland gradually gathers its tepid blue waters until, compressed into the channel of the Florida Straits, it sweeps onward in a cerulean flood and, expanding again fanlike as it moves northward, carries its vital and beneficent influences to other lands, investing some of the north Atlantic islands with perennial verdure and mitigating the rigors of winter over a large area of northern Europe; so the stream of migration from the Atlantic Coast, deflected southward by the St. Lawrence and the Great Lakes and northward by the Ohio River and its southern tributaries, poured into and through the territory between that river and Lake Erie the enterprising and adventurous spirits that here mingled in closer union and flowed onward to subdue and fructify the wilderness and to impress its dominant character upon the Republic.

 

Massachusetts brought her religious ideals and the little red schoolhouse ; Virginia her chivalry and pride in political power. Ohio combined the two : rivaled New England in devotion to education, religious freedom and universal liberty ; long ago surpassed Virginia in political influence, and even now is wresting from the Old Dominion the title of "Mother of Presidents."

 

Geographically, socially and politically Ohio lies close to the great throbbing heart of the Republic and claims a proud part in its incomparable history.
